You know what? I was honestly skeptical when I first heard about Apartments Top of Budva – I mean, the name sounds like it was translated through Google, right? But after staying there twice now, I get why this place has a 9.3 rating despite being technically just a 3-star property.
The thing is, Budva can be absolutely mental during peak season, especially down in the old town where tourists are practically stacked on top of each other. But these apartments – they’re positioned up above all that chaos, which is actually genius. You get these sweeping views over the Adriatic that honestly rival what you’d pay triple for at those fancy resort hotels along the coast. The first time I opened those balcony doors in the morning, with the sea breeze hitting you and the sound of waves way below instead of car horns… well, it sort of makes you realize why people keep coming back to Montenegro. The apartments themselves feel more like staying at a friend’s place than a hotel – there’s actual kitchen space where you can make coffee without those terrible pod machines, and the beds are surprisingly decent (I’m picky about mattresses after too many hostels in my twenties). What really won me over though is how the family running it actually remembers your name and asks about your day. The son speaks perfect English and knows everything about hiking trails up in the mountains behind Budva – saved me hours of research when I wanted to escape the beach crowds.
Here’s the practical stuff that matters: parking can be a bit of a puzzle since you’re basically on the hillside, but there’s always space if you don’t mind a short walk. Summer nights stay pretty quiet up there compared to the madness down by the marina – you’ll hear some music drifting up from the clubs, but it’s more like a distant soundtrack than a reason to grab earplugs. Check-in is flexible too, which is clutch if you’re coming in on those late afternoon buses from Kotor. The only real downside is that you’ll need either good walking legs or a car to get to restaurants – it’s maybe a 15-minute walk down to the decent spots, though honestly, with views like these and a kitchen to use, picking up groceries and eating on the terrace becomes part of the experience. I mean, watching sunset over the old town walls while eating local tomatoes and cheese? That’s the kind of thing you remember years later, not another hotel restaurant meal. If you’re the type who needs to be right in the middle of everything, this might not be your spot – but if you want to actually relax and still have easy access to Budva’s best parts, it’s pretty much perfect.

Very well located (around 7 minutes to the beach) with a great view to the city. The room has all the basic for a good stay. They change your towels daily.

Alex was so helpful and nice. Even though we booked a Room without a parking spot, Last minute our plans changed and we had to rent a car, we asked them if it was possible to save a parking spot for us, Alex answered our messages so quick and he was so helpful while parking, you will understand when you see the streets, parking spot and cars in Budva, like thread and a needle, we were a little late for check in because of the traffic while entering Budva, we texted him and he was so understanding, our Room was clean and spacious, and cleaned whenever we asked, they changed the towels daily, there were stairs next to Our Room going down the street and thanks to those stairs you can easily reach the Center or seaside like in five or ten minutes, but in the evening those stairs are dark and there are some mosquitos, if you take the stairs, be aware, you need some lotion and your Phone's flashlight; for the city/tourist tax, we paid what we booked, it was already included but Alex went to the tourist Center with our passports and paid the tax for us, and he brought back them with a tax receit.

In this wonderful apartment we had everything what we needed for the comfortable stay. Hosts were very caring and hospitable, worrying about cleaning the apartment and providing fresh towels. Big plus for us was a cooking equipment where we cooked fresh Sea food from the market nearby and enjoyed on the terrace with a mountains view. Only positive emotions! Thank you!

The view from the balcony is amazing but it is a shared balcony of three apartments. The location is walking distance to the old town, bus station, main street and beaches. The owner Mio doesn't speak English well, he speaks German and Serbian but he is very friendly and hospitable, even when we told him we were going to check out late and leave our stuff, because we were going to visit Sveti Stefan, he offered to take us there for free :)) We thank him!!! Everything was really good, I recommend 👌

First of all, the location of the facility is great! It is very close to the city center and away from the city noise. The balcony view is also very nice. It's great to sit on the balcony in the evening and watch the city! They cleaned the room regularly during our 3-day stay, and everything was very clean. Staff tried to help as much as they could. Everything we needed was available in the room. Thank you very much for everything!

It is close to the Old town, beach Mogren 2 is about 15 minutes walking.
The service was professional!
This is the place where we felt like a home.

We arrived ahead of schedule and there were no problems with check-in. Excellent location. Gorgeous view from the balcony of the city and mountains. Everything you need for a comfortable stay was in the room. Daily cleaning of the room, change of towels. Recommended.
