The name makes it sound like some converted government building (which, let’s be real, it sort of is), but there’s something genuinely charming about this 3-star spot that goes way beyond what you’d expect from a 7.2 rating.

First thing that hits you is how the lobby actually feels like someone’s thoughtfully designed living room rather than another sterile hotel entrance. The staff behind the desk – they’re the kind of people who remember you’re in 4B and ask how your morning went, which I mean, sounds small but makes all the difference when you’re dealing with unfamiliar streets and tourist confusion. The apartments themselves are spacious in that “wait, I can actually unpack everything” way, with kitchenettes that aren’t just for show. I ended up cooking breakfast most mornings because the local market down the street has incredible fresh bread (trust me on this one), and there’s something satisfying about making coffee in your own little temporary space rather than hunting for decent café options at 7 AM.

What really sold me, though, was the neighborhood vibe. You’re close enough to everything that matters – I could walk to the main shopping area in about ten minutes – but far enough from the tourist chaos that you actually get some sleep at night. The building’s got this quiet, residential feel after 9 PM, which honestly saved my sanity after long days of sightseeing. Parking was easier than expected (there’s a small lot behind the building that most people don’t seem to know about), and check-in was refreshingly straightforward. No long speeches about amenities you’ll never use, just keys and genuine recommendations about where to grab dinner. The rooms aren’t fancy – we’re talking functional furniture and decent Wi-Fi – but everything works properly, the beds are actually comfortable, and the bathrooms have proper water pressure. Sometimes that’s all you really need, especially when you’re spending most of your time exploring anyway.

  The apartment was large enough for us. The apartment had a kitchen and a refrigerator which were handy for us.
  The apartment was near to the intercity bus station. The apartment was also very near to a beach. Budva Citadel is within walking distance. There are a few supermarkets near the apartment.
  Contacting the apartment owner was also nice and easy.
  
  What could be improved: The kitchen could have been a bit more equipped. For example, the knife was almost blunt. It was hard to use it.
  The bathroom could have had a mat because it became slippery after the shower. No, the shower curtain could not prevent it.
  There was a smell in the bathroom (especially when the bathroom door was closed for a while), which we could not understand from where it was coming from.

  Owner very kind .Helped with luggage. Apartment right in centre of Budva. 1 minute to beach.
  5 minutes walk to bus for Petrovac and Sveti Stefan. Nice easy walk to Old Town.
